3. Encourages all States to participate in the negotiations aimed at establishing a multilateral legal framework for sovereign debt restructuring processes, as referred to in General Assembly resolution 68/304, and invites States participating in the negotiations to ensure that such a multilateral legal framework will be compatible with existing international human rights obligations and standards;

Similarly, agreements between debtors and creditors within the context of sovereign debt restructuring processes should be respected.
ولا بد أيضاً من احترام الاتفاقات التي تُعقد بين الدائنين والمدينين في سياق عمليات إعادة هيكلة الديون السيادية.

Debt restructuring processes should have as their core element a determination of real payment capacity so that they may not adversely affect economic growth and the fulfilment of the unfinished business of the Millennium Development Goals, the sustainable development goals and the post-2015 development agenda.
