40. The Government of Thailand reports that the legal and administrative framework governing cooperative activities consists of (a) the Cooperative Act of 1968, which applies to all types of cooperatives formally registered at the Cooperatives Promotion Department and is currently under revision, and (b) the rules and regulations on the administration of cooperatives.

(c) In accordance with principle 1 of the Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, Governments and law enforcement agencies shall adopt and implement rules and regulations on the use of force and small arms against persons by State officials.

Urge States to adopt and implement rules and regulations on the use of force and firearms against persons by law enforcement officials, and in developing such rules and regulations, to keep the ethical issues associated with the use of force and firearms constantly under review, including by collecting data on the use of force and deadly force;

50. The Basic Principles provide that " Governments and law enforcement agencies shall adopt and implement rules and regulations on the use of force and firearms against persons by law enforcement officials " and that they shall ensure that " arbitrary or abusive use of force or firearms by law enforcement officials is punished as a criminal offence under law. "
50- وتنص المبادئ الأساسية على أنه " على الحكومات وهيئات إنفاذ القوانين اعتماد وتنفيذ قواعد ولوائح بشأن استخدام الموظفين المكلفين بإنفاذ القوانين للقوة والأسلحة النارية ضد الأفراد " () وأن عليها أن " تكفل المعاقبة على الاستخدام التعسفي للقوة أو الأسلحة النارية أو إساءة استخدامها من جانب الموظفين المكلفين بإنفاذ القوانين، باعتبار ذلك جريمة جنائية بمقتضى قوانينها " ().

2. Governments and State agencies shall adopt and implement rules and regulations on the use of force and small arms and light weapons against persons by State agents, especially law enforcement officials.
2- على الحكومات والهيئات الحكومية أن تعتمد وتطبق قواعد ولوائح تنظيمية بشأن استعمال المسؤولين الحكوميين، ولا سيما الموظفين المكلفين بإنفاذ القوانين للقوة والأسلحة الصغيرة والأسلحة الخفيفة ضد الأشخاص.
