In the end, the Security Council did not respond at all to the Secretary-General’s concerns about the implementability of the safe area concept, or to his proposed adjustments to it.
وفي النهاية، لم يستجب مجلس اﻷمن على اﻹطلاق للشواغل التي أعرب عنها اﻷمين العام بشأن قابلية مفهوم المناطق اﻵمنة للتنفيذ، أو للتعديلات التي اقترح إجراءها عليه.

He said that the role of the Council was not war or waging it. To lift the arms embargo selectively, would, in his view, contravene the principles of the Council. “Such a decision would disastrously interfere with the Geneva talks now under way.” He added that the safe area concept, although not perfect, must be given a chance to succeed.

In this context, OIC expresses its contempt for the terrorist act committed against Tuzla's civilian population, resulting in the murder of 71 young individuals, and notes that this is the type of heinous crime which was to be deterred by the safe area concept, and, as a terrorist act, warrants a judicious response.
وتعرب منظمة المؤتمر اﻹسلامي في هذا الصدد عن استيائها للعمل اﻹرهابي الذي ارتكب في حق المدنيين في توزلا والذي أسفر عن مقتل ٧١ شابا، وتلاحظ أن مثل هذه الجريمة البشعة، التي كان من المفترض أن يحول مفهوم المناطق اﻵمنة دونها بوصفها عملا إرهابيا، أمر يتطلب ردا مجديا.

The Secretary-General's conclusion was that the safe area concept was " a temporary mechanism by which some vulnerable populations can be protected pending a comprehensive negotiated political settlement " (para. 30).
وخلص اﻷمين العام إلى أن مفهوم المناطق اﻵمنة يعد " آلية مؤقتة يمكن عن طريقها حماية بعض الفئات السكانية الضعيفة ريثما تتحقق تسوية سلمية شاملة عن طريق التفاوض " )الفقرة ٠٣(.

" ٢٣ - يحيط علما بالتقييم الذي أجراه اﻷمين العام ﻹمكانية توسيع نطاق مفهوم المناطق اﻵمنة ليشمل ماغلاي (S/1994/291)، ويطلب إليه أن يبقي الحالة قيد الاستعراض وأن يقدم تقريرا إلى المجلس حسب الاقتضاء؛

23. Takes note of the assessment by the Secretary-General on the feasibility of extending the safe area concept to Maglaj (S/1994/291), and requests him to keep the situation under review and to report to the Council as appropriate;
٢٣ - يحيط علما بالتقييم الذي أجراه اﻷمين العام ﻹمكانية توسيع نطاق مفهوم المناطق اﻵمنة ليشمل ماغلاي (S/1994/291)، ويطلب إليه أن يبقي الحالة قيد الاستعراض وأن يقدم تقريرا إلى المجلس حسب الاقتضاء؛

Concerning the Secretary-General’s statement that “UNPROFOR has attempted to redefine the safe area concept”, focusing on the protection of civilian populations rather than territory, he quoted from the statement made by the Permanent Representative of France at the time of the vote on resolution 836 (1993).
أما عن إشارة اﻷمين العام إلى أن " قوة اﻷمم المتحدة للحماية قد حاولت أن تعيد تحديد مفهوم المناطق اﻵمنة " ، مع التركيز على حماية السكان المدنيين بدلا من حماية اﻷرض، فإنه اقتبس من بيان أدلى به الممثل الدائم لفرنسا عند التصويت على القرار ٨٣٦ )١٩٩٣(.

This option was rejected by the Secretary-General in his report to the Council of 11 March 1994 (S/1994/291), in which he noted that the effectiveness of the safe area concept depended on the attitude of the parties and on “the resolve of the international community as perceived by the parties”.
وقد رفض اﻷمين العام هذا الاختيار في تقريره إلى مجلس اﻷمن المــؤرخ ١١ آذار/ مارس ١٩٩٤ )S/1994/291(، الذي أشار فيه إلى أن فعالية مفهوم المناطق اﻵمنة تتوقف على موقف اﻷطراف المعنية وعلى " تصميم المجتمع الدولي كما تتصوره اﻷطراف " .
