350. By the end of the day on 13 July, there were virtually no Bosniac males left in the former “safe area” of Srebrenica. Almost all were in one of four categories:

وطالب أيضا بالسماح بوصول مفوضية اﻷمم المتحدة السامية لشؤون اللاجئين ووكالات المساعدة اﻹنسانية الدولية اﻷخرى، بلا عائق، إلى منطقة سريبرينيتسا اﻵمنة " بغرض التخفيف من محنة السكان المدنيين " .

329. By mid-afternoon Bosnia time on 12 July, the Security Council in New York had convened in emergency session. It unanimously adopted resolution 1004 (1995) in which, acting under Chapter VII of the Charter, it demanded that “the Bosnian Serb forces cease their offensive and withdraw from the safe area of Srebrenica immediately”.
٣٢٩ - وفي منتصف ظهيرة يوم ١٢ تموز/يوليه بتوقيت البوسنة، عقد مجلس اﻷمن في نيويورك جلسة طارئة واعتمد باﻹجماع القرار ١٠٠٤ )١٩٩٥(، الذي طالب فيه، وهو يتصرف بموجب الفصل السابع من الميثاق، " قوات صرب البوسنة بأن توقف هجومها وتنسحب فورا من منطقة سريبرينيتسا اﻵمنة " .

The Council also requested the Secretary-General to “use all resources available to him to restore the status, as defined by the agreement of 18 April 1993, of the safe area of Srebrenica in accordance with the mandate of UNPROFOR”, and called upon the parties to cooperate to that end (para. 6).
وطلب المجلس إلى اﻷمين العام " أن يستخدم جميع الموارد المتاحة له ﻹعادة مركز منطقة سريبرينيتسا اﻵمنة على النحو المحدد في اتفاق ١٨ نيسان/أبريل ١٩٩٣، وفقا لولاية قوة اﻷمم المتحدة للحماية و ]يدعو[ اﻷطراف إلى التعاون تحقيقا لهذا الغرض " )الفقرة ٦(.

The fall of the safe area of Srebrenica simply adds to the dilemma and reinforces what we have all known — that is that the phrase ‘safe areas’ is becoming a sad misnomer ... the draft resolution before us is intended to reverse the latest of the debacles that have befallen the international community in trying to confront a determined and systematic aggressor.
ويفاقم سقوط منطقة سريبرينيتسا اﻵمنة من الورطة ويعزز ما نعرفه جميعا - ألا وهو أن عبارة " المناطق اﻵمنة " أصبحت استعمالا محزنا لاسم مغلوط ... ومشروع القرار المعروض علينا يستهدف تلافي النكسات اﻷخيرة التي ابتلى بها المجتمع الدولي في محاولته التصدي لمعتدي يتسم بالعناد واﻹصرار.

The Security Council also demanded that the parties respect fully the status of the safe area of Srebrenica. It further demanded that all parties allow unimpeded access to Srebrenica for the United Nations High Commissioner for Refugees and other international humanitarian agencies.
كما طالب مجلس اﻷمن بأن تحترم اﻷطراف كل الاحترام مركز منطقة سريبرينتسا اﻵمنة وطالب أيضا بأن تسمح جميع اﻷطراف بوصول مفوضية اﻷمم المتحدة لشؤون اللاجئين ووكالات المساعدة اﻹنسانية الدولية اﻷخرى بلا عائق إلى منطقة سريبرينتسا اﻵمنة.
