The manufacture, processing, marketing, import and export of esters, ethers and analogues of substances in Schedules I and II of the 1971 Convention is banned in Bulgaria.
ومما يذكر أن صناعة الاسترات والاتيرات وشبائه المواد الواردة في الجدولين اﻷول والثاني من اتفاقية سنة ١٧٩١ وكذلك تجهيزها وتسويقها واستيرادها وتصديرها ، تعتبر ممنوعة في بلغاريا .

وألمحت حكومة الصين الى أنها لا ترغب في توسيع نطاق التدابير الرقابية جماعيا لتشمل اﻵيسومرات والاسترات والاتيرات وشبائه المواد المؤثرة عقليا الموجودة فعلا في الجدولين اﻷول والثاني من اتفاقية سنة ١٧٩١ ، ذلك ﻷنها ليس لها كلها نفس خواص القدرة الارتهانية واحتمال اساءة الاستعمال .

Pursuant to article 2, paragraph 1, of the Convention on Psychotropic Substances of 1971, Ibid., vol. 1019, No. 14956. the Government of Spain notified the Secretary-General that it was of the opinion that Schedules I and II of the 1971 Convention should be amended to include:
٥ - وفقا للفقرة ١ من المادة ٢ من اتفاقية المؤثرات العقلية لسنة ١٧٩١)٣( فإن حكومة أسبانيا أخطرت اﻷمين العام أنها ترى أن الجدولين اﻷول والثاني من اتفاقية سنة ١٧٩١ ينبغي تعديلهما ليشملا ما يلي :

For these reasons, it is not recommend to amend Schedules I and II of the 1971 Convention to extend international controls collectively to esters, ethers and analogues of controlled substances.
٣ - ولهذه اﻷسباب ، لا توصي المنظمة بتعديل الجدولين اﻷول والثاني من اتفاقية ١٧٩١ بغرض توسيع نطاق المراقبة الدولية بحيث تشمل على نحو جماعي إستيرات المواد الخاضعة للمراقبة وإتيراتها وشبائهها .

The report of the Secretary-General on changes in the scope of control of substances contained a notification from the Government of Spain proposing the amendment of Schedules I and II of the Convention on Psychotropic Substances of 1971 Ibid., vol. 1019, No. 14956.
٩٠١ - تضمن تقرير اﻷمين العام بشأن التغييرات في نطاق مراقبة مواد الادمان اشعارا من حكومة اسبانيا تقترح فيه تعديل الجدولين اﻷول والثاني من اتفاقية المؤثرات العقلية لسنة ١٧٩١ ،)٤٤( لكي يشملا ما يلي :

The observer for WHO made a statement concerning the notification, in particular the rationale for WHO not to recommend the amendment of Schedules I and II of the 1971 Convention to extend international controls collectively to esters, ethers and analogues of controlled substances.
١١١ - وأدلى المراقب عن منظمة الصحة العالمية ببيان يتعلق بالاشعار ، وبصورة خاصة بالمبررات المنطقية لامتناع منظمة الصحة العالمية عن التوصية بتعديل الجدولين اﻷول والثاني من اتفاقية سنة ١٧٩١ لكي يشملا بالمراقبة الدولية على نحو جامع استيرات واتيرات وشباه المؤثرات العقلية .

3. With regard to the assessment of WHO regarding the amendment of Schedules I and II of the 1971 Convention in order to include isomers and stereoisomers, the Government of Germany recommends the revision of the chemical names of the substances in those Schedules in accordance with the 1993 Regulations of the International Union of Pure and Applied Chemistry.
٣ - وفيما يتعلق بالتقييم الذي أعدته منظمة الصحة العالمية بشأن تعديل الجدولين اﻷول والثاني من اتفاقية ١٧٩١ ليشملا الايسوميرات والايسوميرات المجسمة ، توصي حكومة ألمانيا بتنقيح الاسماء الكيميائية للمواد في ذينك الجدولين وفقا للوائح التي أصدرها الاتحاد الدولي للكيمياء النظرية والتطبيقية في عام ٣٩٩١ .

“Secondly, the automatic addition of all analogues of substances in Schedules I and II to Schedules I and II only would be contrary to the principle of the differentiated approach of using four schedules to reflect varying degrees of pharmacological potency, health hazards and other relevant factors.
" وثانيا ، فان الاضافة التلقائية لجميع شبائه المواد الواردة في الجدولين اﻷول والثاني الى الجدولين اﻷول والثاني سوف يكونان فحسب متعارضين مع النهج المتباين الخاص الذي يستخدم أربعة جداول لتعكس درجات مختلفة من القوة العقاقيرية ، واﻷخطار الصحية وغير ذلك من العوامل ذات الصلة .

2. The Government of Germany concurs with the position of WHO not to recommend the amendment of Schedules I and II of the Convention on Psychotropic Substances of 1991 Ibid., vol. 1019, No. 14956. to extend international controls collectively to esters, ethers and analogues of controlled substances.
٢ - تبدي حكومة ألمانيا اتفاقها مع موقف منظمة الصحة العالمية المتمثل في عدم التوصية بتعديل الجدولين اﻷول والثاني من اتفاقية المؤثرات العقلية لسنة ١٧٩١ ،)٢( بحيث تشمل الضوابط الدولية جميع استيرات المواد الخاضعة للمراقبة واتيراتها وشبائهها .

“After careful consideration of the proposal, the Netherlands cannot avoid the impression that the proposed amendment affects the nature and scope of the Convention itself rather than being an addition of substances to Schedules I and II. Therefore, the Netherlands concurs with WHO that the proposal, as it stands, may contradict the scheduling procedure stipulated in article 2, paragraph 2, of the 1971 Convention.
" وبعد الدراسة المتأنية للاقتراح ، فان هولندا لا يمكنها أن تتجنب تكون انطباع لديها بأن التعديل المقترح يمس طبيعة ونطاق الاتفاقية نفسها بدلا من كونه اضافة مواد الى الجدولين اﻷول والثاني . ولهذا فان هولندا تتفق مع منظمة الصحة العالمية بأن الاقتراح ، كما هو في نصه الحالي ، قد يتعارض مع اجراء الجدولة المنصوص عليه في الفقرة ٢ من المادة ٢ من اتفاقية سنة ١٧٩١ .

At the present stage, the Commission should therefore decide whether or not it wishes, given the assessment and recommendations of WHO, to amend Schedules I and II of the 1971 Convention as per the notification of the Government of Spain or, if not, what other action, if any, is required.
