In particular, the Panel notes the application of the secondary compensation period to one claim based on the interruption of auxiliary services being provided by the claimant to Kuwait Airways in locations outside Kuwait.

The Panel further found that the guiding principle to be followed in determining the secondary compensation period is that " losses are compensable until the point where the claimant's business could reasonably have been expected to return to normal levels " and that the duration of the appropriate compensation period should be decided on a case-by-case basis.

In the claim under review, the Panel awarded a secondary compensation period until such date as the record showed that operations returned to normal levels, that is, 30 June 1991.
