He further informed the Council of his exchange with the Secretary General of the League of Arab States, Nabil al-Araby, on the eventual return of the League's observer mission to the Syrian Arab Republic, as well as the option of sending a League of Arab States-United Nations observer mission or appointing a joint special envoy.

12. On 8 February 2009, the Secretary General of the League of Arab States informed me, inter alia, that he was conducting consultations with both Kuwait and Iraq to monitor the latest developments and address proposals that might help to settle the matter.
