Article 100 of the Charter requires that, in the performance of their duties, the Secretary-General and the staff shall not seek or receive instructions from any Government or from any other authority external to the Organization. They shall refrain from any action which might reflect on their position as international officials responsible only to the Organization.

The fundamental principle of the independence of the international civil service is enshrined in Article 100 of the Charter, which provides, in its paragraph 1 that " [i]n the performance of their duties the Secretary-General and the staff shall not seek or receive instructions from any government or from any authority external to the Organization.
٢ - مبدأ استقلال الخدمة المدنية الدولية اﻷساسي منصوص عليه في المادة ١٠٠ من الميثاق التي تنص في فقرتها ١ على أنه " ليس لﻷمين العام ولا للموظفين أن يطلبوا أو يتلقوا في تأدية واجبهم تعليمات من أي حكومة أو من أي سلطة خارج عن الهيئة.
