12. The International Maritime Organization held a high-level meeting from 26 to 29 January 2009 in Djibouti, where 17 regional States adopted the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden.

The implementation of the Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden, funded and administered through IMO, continues to deliver tangible results in the four thematic areas of information-sharing, training, national legislation and capacity-building.

13. At the regional level, the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden (Djibouti Code of Conduct) is a non-binding instrument primarily for cooperation among States in the region.

16. In my previous report, I noted that the Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden had entered into force on 29 January 2009 with the signatures of nine regional States.

On 29 January 2009, at an IMO-led meeting held pursuant to resolution A.1002(25) in Djibouti, 17 States had adopted and 9 had signed the Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden (Djibouti Code of Conduct).

248. The Djibouti Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden, which serves as a non-binding cooperative mechanism for States in the region, was concluded under IMO auspices on 29 January 2009.

Welcomes, in this context, the progress being made to implement the International Maritime Organization Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden (Djibouti Code of Conduct), and calls upon participants to implement the Code fully as soon as possible;
