147. The Agreement on the Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia, signed at Belgrade on 23 August 1996, does not assign obligations to either of the parties in the field of minority rights which they did not already have.

13. The Federal Republic of Yugoslavia and Croatia continue to indicate their willingness to resolve peacefully the disputed issue of Prevlaka through bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (see S/1996/706, annex).
١٣ - لا تزال جمهورية يوغوسلافيا الاتحادية وكرواتيا تبديان رغبتهما في التوصل إلى حل سلمي لمسألة بريفلاكا المتنازع عليها وذلك عن طريق مفاوضات ثنائية عملا باتفاق تطبيق العلاقات بين جمهورية يوغوسلافيا الاتحادية وجمهورية كرواتيا، الموقع في بلغراد في ٢٣ آب/اغسطس ١٩٩٦ )انظر S/1996/706، المرفق(.

These efforts have been complemented by a number of political developments during the period under review, in particular the meeting of the two leaders at Athens on 7 August and their Agreement on the Normalization of Relations between the two countries, signed at Belgrade on 23 August, and the Agreement on Interim Co-financing of Public Services of the region, signed by the Government of Croatia and UNTAES at Zagreb on 8 August.

19. The Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia, signed at Belgrade in August 1996, committed the Parties (in article 7) to ensuring to returning refugees and displaced persons " the return of their property or a just compensation " .
٩١ - وينص اتفاق تطبيع العلاقات بين جمهورية كرواتيا وجمهورية يوغوسلافيا الاتحادية، الموقع في بلغراد في آب/أغسطس ١٩٩٦، على إلزام الطرفين )في المادة ٧( بكفالة عودة اللاجئين والمشردين " وإعادة ممتلكاتهم أو التعويض العادل عنها " .

13. Since my previous report, the parties have continued to indicate in their contacts with United Nations officials that their bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (S/1996/706, annex), have not yet addressed the Prevlaka dispute directly and that there has been no progress towards a settlement.
٣١ - منذ تقديم تقريري السابق، ظل الطرفان يشيران في اتصالاتهما مع موظفي اﻷمم المتحدة إلى أن مفاوضاتهما الثنائية عملا باتفاق تطبيع العلاقات الموقع في بلغراد في ٣٢ آب/أغسطس ٦٩٩١ بين جمهورية يوغوسلافيا الاتحادية وجمهورية كرواتيا )S/1996/706، المرفق( لم تتناول نزاع بريفلاكا بشكل مباشر، وأنه لم يحرز أي تقدم نحو التوصل إلى تسوية.

Since my previous report, the parties have continued to indicate in their contacts with United Nations officials that their bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (see S/1996/706, annex) have not addressed the Prevlaka dispute directly and that there has been no progress towards a settlement.

Over the last six months, the parties have continued to indicate, in their contacts with United Nations officials and in public statements, that they are willing to settle the Prevlaka dispute through bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (S/1996/706, annex).
١٢ - استمر الطرفان، خلال الشهور الستة اﻷخيرة، اﻹشارة، في اتصالاتهما مع موظفي اﻷمم المتحدة وفي بياناتهما العامة إلى أنهما مستعدان للتوصل إلى تسوية بشأن الخلاف حول بريفلاكا عن طريق عقد مفاوضات ثنائية عملا باتفاق تطبيع العلاقات بين جمهورية يوغوسلافيا الاتحادية وجمهورية كرواتيا، الموقع في بلغراد في ٢٣ آب/أغسطس ١٩٩٦ S/1996/706)، المرفق(.

During the reporting period, the Federal Republic of Yugoslavia and the Republic of Croatia continued to indicate their willingness to resolve peacefully the disputed issue of Prevlaka through bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (see S/1996/706, annex).
