International cooperation was a recurrent theme in the relevant space legislation, which was why the work of the Legal Subcommittee on the benefits of space technology was particularly important.

The view was expressed that information on the activities of international intergovernmental and non-governmental organizations relating to space law would greatly assist States in developing national space legislation.
142- وأُعرب عن رأي مؤدّاه أن المعلومات عن أنشطة المنظمات الحكومية الدولية والمنظمات غير الحكومية المتصلة بقانون الفضاء سوف تساعد الدول بقدر كبير في تطوير تشريعات الفضاء الوطنية.

The need for space legislation will certainly become more obvious in the future in order to respond to the rapid development of space technology and its applications, as well as to implement certain obligations under the ECS Agreement or other relevant treaties.
ومن المؤكد أن الحاجة إلى قوانين الفضاء ستصبح أوضح في المستقبل من أجل مواكبة التطور السريع لتكنولوجيا الفضاء وتطبيقاتها، وكذلك لتنفيذ التزامات معينة بموجب اتفاق الدولة المتعاونة الأوروبية أو غيره من المعاهدات ذات الصلة.

The Subcommittee took note with satisfaction of the database on national space legislation and multilateral and bilateral agreements related to the peaceful exploration and use of outer space, which was being maintained by the Office for Outer Space Affairs on its website (www.unoosa.org).
158- وأحاطت اللجنة الفرعية علما مع الارتياح بقاعدة البيانات المتعلقة بتشريعات الفضاء الوطنية والاتفاقات المتعدّدة الأطراف والثنائية المتصلة باستكشاف الفضاء الخارجي واستخدامه في الأغراض السلمية، والتي يتعهّدها مكتب شؤون الفضاء الخارجي في موقعه على الإنترنت (www.unoosa.org).

It was noted that, at the 73rd ILA Conference, to be held in Rio de Janeiro, Brazil, in August 2008, the ILA Space Law Committee would report on remote sensing, national space legislation, registration issues, the legal aspects of space debris and the settlement of disputes related to space activities.

It was therefore important that States consider the development of national space legislation and regional agreements to enable them to offer entities involved in space activities legal certainty and transparency, and to provide a reliable legal framework for private space activities.
ولذلك، فمن المهم للدول أن تنظر في وضع تشريعات فضاء وطنية واتفاقات إقليمية كيما يتسنّى لها أن توفّر للكيانات المشاركة في الأنشطة الفضائية وضوحا وشفافية قانونيين، وتوجد إطارا قانونيا يعوّل عليه للأنشطة الفضائية الخاصة.

Some delegations expressed the view that there was an increasing need for technical assistance for States interested in developing national space legislation, in particular legislation implementing provisions in the United Nations treaties on outer space, and that the Subcommittee should give greater attention to that issue.
44- وأعربت بعض الوفود عن رأي مفاده أن هناك حاجة متزايدة إلى تقديم مساعدة تقنية للدول المهتمة بتطوير تشريعاتها الفضائية الوطنية، ولا سيما التشريعات المتضمنة أحكاما لتنفيذ معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي، وأنه ينبغي للجنة الفرعية أن تولي قدرا أكبر من الاهتمام لهذه المسألة.

(a) Review of existing national space legislation illustrating how States are implementing, as appropriate, their responsibilities to authorize and provide continuing supervision of non-governmental entities in outer space (A/AC.105/C.2/L.224);
(أ) استعراض للتشريعات الفضائية الوطنية الحالية يستهدف بيان الكيفية التي تنهض بها الدول، بحسب الاقتضاء، بمسؤولياتها عن الاذن بممارسة الأنشطة الفضائية وعن الاشراف على الكيانات غير الحكومية في الفضاء الخارجي (A/AC.105/C.2/L.224)؛

The Office will assist developing countries, when requested, in the development of national space legislation and ratification of existing outer space treaties.
وسيتولى المكتب مساعدة البلدان النامية، بناء على طلبها، في وضع تشريعات وطنية بشأن الفضاء والتصديق على المعاهدات القائمة المتصلة بالفضاء الخارجي.

One of its main tasks over the next period will be to strengthen outer space legislation.
