106. Against this background, I have been pursuing, and will continue to pursue, during my tenure as Secretary-General, the efforts aimed at alleviating the special economic problems of States as a result of the implementation of preventive and enforcement measures, with full vigour.

18. At the outset, it should be clearly understood that nowadays the nature of special economic problems of States referred to in Article 50 of the Charter has to be viewed and assessed in the context of the current increasingly interdependent and globalized economy.
