At the same time, it was important to bear in mind that the needs and priorities of conflict and post-conflict societies were diverse and to recognize that the State affected by the conflict was best placed to identify the most suitable means for restoring the rule of law, be that a truth commission, a compensation system for victims of conflict or another mechanism.
