7 - لملء الشواغر الطارئة، تقوم الدولة الطرف التي كف خبيرها عن العمل كعضو في اللجنة بتعيين خبير آخر من بين مواطنيها، رهنا بموافقة اللجنة.

2. Subject to the provisions of rules 11 to 16 and without prejudice to the powers and functions of the Credentials Committee, the term " States Parties participating in the Meeting " in relation to any particular Meeting means any State party whose representatives have registered with the Secretariat as participating in that Meeting and which has not subsequently notified the Secretariat of its withdrawal from that Meeting or part of it.

7. States Parties shall [, where not contrary to fundamental legal principles,] adopt measures sufficient to enable a person in the custody of one State party whose presence in another State Party is requested to give evidence or assist in the investigations to be transferred if the person consents and if the competent authorities of both States agree.
٧ - تعتمد الدول اﻷطراف ، حيثما كان ذلك غير متعارض مع مبادىء قانونية أساسية ، تدابير كافية لتمكين الشخص المحتجز في دولة طرف والمطلوب وجوده في دولة طرف أخرى لتقديم بينات أو للمساعدة في التحقيقات من أن ينقل اذا رضى ذلك الشخص ووافقت السلطات المختصة في كلتا الدولتين .
