I should clearly indicate to the Council that the States members of the Movement of Non-Aligned Countries are strongly opposed and will not support any proposal that would place Sarajevo under the administrative control of the United Nations. Such an action will deprive the Republic of Bosnia and Herzegovina of its right to exercise its sovereignty over its capital.
وينبغي لي أن أبين للمجلس بوضوح أن الدول اﻷعضاء في حركة بلدان عدم الانحياز تعارض بقوة أي اقتراح يكون من شأنه وضع سراييفو تحت السيطرة الادارية لﻷمم المتحدة وأنها لن تؤيد أي اقتراح من هذا القبيل فمثل هذا الاجراء سوف يحرم جمهورية البوسنة والهرسك من حقها في ممارسة سيادتها على عاصمتها.

Mr. Montwedi (Republic of South Africa) introduced the draft resolution on behalf of the sponsors and remarked that the States members of the Movement of Non-Aligned Countries were greatly concerned at the lack of progress in implementing the right to development, the more so as the Declaration on that right (General Assembly resolution 41/128, annex) had been adopted 13 years previously.

Recalling the statement issued at Cartagena de Indias, Colombia, in May 1998 by the Ministers for Foreign Affairs and heads of delegations of the States members of the Movement of Non-Aligned Countries, he reaffirmed the basic principle of respect for sovereignty of States, emphasizing that the jurisdiction of the Court should be complementary to national jurisdictions and be based on the consent of the States concerned.
٤٤ - وبعد أن أشار الى البيان الصادر في قرطاجنة ، اﻷنديز ، كولومبيا ، في أيار/مايو ٨٩٩١ من وزراء خارجية ورؤساء وفود الدول اﻷعضاء في حركة بلدان عدم الانحياز ، أكد من جديد المبدأ اﻷساسي لاحترام سيادة الدول ، مؤكدا أن اختصاص المحكمة ينبغي أن يكون مكملا للاختصاصات الوطنية وأن يستند الى موافقة الدول المعنية .
