ARTICLE 22 OF THE CONVENTION 73. Under article 22 of the Convention, individuals who claim to be victims of a violation by a State party of the provisions of the Convention may submit a complaint to the Committee against Torture for consideration, subject to the conditions laid down in that article.
73- عملاً بالمادة 22 من الاتفاقية، يجوز للأفراد الذين يدّعون أنهم ضحايا انتهاك دولة طرف لأحكام الاتفاقية التقدم بشكاوى إلى لجنة مناهضة التعذيب للنظر فيها وفقاً للشروط المبينة في تلك المادة.

(a) subject to the conditions laid down in these Rules, the United Nations shall pay the travel expenses of a staff member under the following circumstances:
)أ( مع مراعاة الشروط المنصوص عليها في هذا النظام اﻹداري، تدفع اﻷمم المتحدة مصاريف سفر الموظف في اﻷحوال التالية:

(a) subject to the conditions laid down in these Rules, the United Nations shall pay the travel expenses of a staff member under the following circumstances:
(أ) مع مراعاة الشروط المنصوص عليها في هذا النظام الإداري، تدفع الأمم المتحدة مصاريف سفر الموظف في الأحوال التالية:

(b) When the authorized mode of transportation is other than by sea, full travel subsistence allowance shall be payable for the time spent in transit, subject to the conditions laid down in rules 107.15 to 107.18, and provided that, in the case of travel other than on official business, a maximum of three days' travel time shall be allowed in respect of any specific journey.
)ب( عندما تكون واسطة النقل المأذون بها هي بطريق آخر غير طريق البحر، يدفع كامل مبلغ بدل اﻹقامة عن الوقت الذي يقضى في السفر، رهنا بمراعاة الشروط المنصوص عليها في القواعد ١٠٧/١٥ إلى ١٠٧/١٨، وعلى أن يكون الحد اﻷقصى لوقت السفر المسموح به، في حالة أي سفر غير السفر في مهمة رسمية، هو ثلاثة أيام ﻷية رحلة.

(a) subject to the conditions laid down in these Rules, the United Nations shall pay, in the case of service at an established office, the travel expenses of a staff member's eligible family members under the following circumstances:
)أ( مع مراعاة الشروط المنصوص عليها في هذا النظام اﻹداري، تدفع اﻷمم المتحدة، في حالة خدمة الموظف في مكتب دائم، مصاريف سفر أفراد أسرته المستحقين، في اﻷحوال التالية:

(a) subject to the conditions laid down in these Rules, the United Nations shall pay in the case of service with a mission, the travel expenses of a staff member's eligible family members to and from the mission area provided that:
)أ( مع مراعاة الشروط المنصوص عليها في هذا النظام اﻹداري، تدفع اﻷمم المتحدة في حالة الخدمة في بعثة، مصاريف سفر أفراد أسرة الموظف المستحقين إلى منطقة البعثة ومنها، رهنا بالشروط التالية:

4. Concerning the topic of reservations to treaties, it was necessary to bear in mind that the principle of consensus was the backbone of the treaty-making process. It meant that States were entitled to formulate reservations to multilateral treaties to which they intended to become parties, subject to the conditions laid down in the corresponding treaty.
٤ - وبخصوص موضوع التحفظات على المعاهدات، قال إن من الضروري أن نتذكر أن مبدأ توافق اﻵراء هو عماد عملية وضع المعاهدات، وهذا يقتضي أن يكون للدول حق إبداء تحفظات على المعاهدات المتعددة اﻷطراف التي تنوي أن تصبح طرفا فيها، وذلك رهنا بالشروط المنصوص عليها في المعاهدة المقصودة.
