29. In relation to submission No. 2011/3, the Committee decided to request the State party concerned to submit observations with regard to the information received under article 8 of the Optional Protocol.
29 - وفي ما يتعلق بالمذكرة رقم 2011/3، قررت اللجنة أن تطلب إلى الدولة الطرف المعنية تقديم ملاحظات بشأن المعلومات الواردة بموجب المادة 8 من البروتوكول الاختياري.

1. If the Committee is satisfied that the information received is reliable and indicates grave or systematic violations of rights set forth in the Convention by the State party concerned, the Committee shall invite the State party, through the Secretary-General, to submit observations with regard to that information within fixed time limits.
1 - إذا اقتنعت اللجنة بموثوقية المعلومات الواردة، وبأنها تفيد بانتهاك الدولة الطرف المعنية حقوق الإنسان المحددة في الاتفاقية انتهاكا جسيما منتظما، تدعو اللجنة تلك الدولة، من خلال الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون فترة زمنية محددة.

Art. 20.1: If the Committee receives reliable information which appears to it to contain well-founded indications that torture is being systematically practised in the territory of a State Party, the Committee shall invite that State Party to cooperate in the examination of the information and to this end to submit observations with regard to the information concerned.
المادة ٢٠-١: إذا تلقت اللجنة معلومات موثوقا بها يبدو لها أنها تتضمن دلائل لها أساس قوي تشيــر إلى أن تعذيبا يمــارس علــى نحو منتظم في أراضي دولة طرف، تدعو اللجنة الدولة الطرف المعنية إلى التعــاون في دراسة هذه المعلومات، وإلى تقديم ملاحظات بصدد تلك المعلومات وتحقيقا لهذه الغاية.

2. If the Committee receives reliable information indicating grave or systematic violations by a State Party of any of the economic, social and cultural rights set forth in the Covenant, the Committee shall invite that State Party to cooperate in the examination of the information and to this end to submit observations with regard to the information concerned.
2- إذا تلقت اللجنة معلومات موثوقة تدل على وقوع انتهاكات جسيمة أو منتظمة من جانب دولة طرف لأي من الحقوق الاقتصادية أو الاجتماعية أو الثقافية المنصوص عليها في العهد، تدعو اللجنة تلك الدولة الطرف إلى التعاون في فحص المعلومات وإلى تقديم ملاحظاتها بشأن هذه المعلومات.

2. If the Committee receives reliable information indicating grave or systematic violations by a State Party of the rights set forth in Parts II and III of the Covenant, the Committee shall invite that State Party to cooperate in the examination of the information and to this end to submit observations with regard to the information concerned.
2- إذا تلقت اللجنة معلومات موثوقة تدل على وقوع انتهاكات جسيمة أو منتظمة من جانب دولة طرف للحقوق المنصوص عليها في الجزأين الثاني والثالث من العهد، تدعو اللجنة تلك الدولة الطرف إلى التعاون في فحص المعلومات وإلى تقديم ملاحظاتها بشأن هذه المعلومات.

Examination of information 1. 1- إذا اقتنعت اللجنة بأن المعلومات الواردة و/أو المجمّعة بمبادرة منها موثوقة ويبدو أنها تشير إلى حدوث انتهاكات خطيرة أو منتظمة للحقوق المنصوص عليها في العهد من جانب الدولة الطرف المعنية، تدعو اللجنة الدولة الطرف، عن طريق الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون مهلة محددة.

On 3 March 2014, the Pre-Trial Chamber issued a decision inviting the competent authorities of the Democratic Republic of the Congo to submit observations with regard to their alleged failure to execute the requests for the arrest and surrender of Mr. Al Bashir during his visit in the territory of the that country on 26 and 27 February 2014.
وفي 3 آذار/مارس 2014، أصدرت الدائرة التمهيدية قرارا يدعو السلطات المختصة في جمهورية الكونغو الديمقراطية إلى تقديم ملاحظات في ما يتعلق بمزاعم عدم تنفيذها طلبات اعتقال وتسليم السيد البشير خلال الزيارة التي قام بها إلى أراضي ذلك البلد يومي 26 و 27 شباط/فبراير 2014.

If the Committee is satisfied that the information received is reliable and appears to indicate serious violations of the provisions of the Convention by the State party concerned, the Committee, through the Secretary-General, shall invite the State party to submit observations with regard to that information within fixed time limits.
1- إذا اقتنعت اللجنة بأن المعلومات الواردة موثوقة ويبدو أنها تبيّن حدوث انتهاكات خطيرة لأحكام الاتفاقية من قبل الدولة الطرف المعنية، تدعو اللجنة الدولة الطرف، عن طريق الأمين العام، إلى تقديم ملاحظات بشأن تلك المعلومات في غضون مهلة محددة.

183. In accordance with article 20, paragraph 1, of the Convention, if the Committee receives reliable information which appears to it to contain well-founded indications that torture is being systematically practised in the territory of a State party, the Committee shall invite that State party to cooperate in the examination of the information and, to this end, to submit observations with regard to the information concerned.
١٨٣ - وفقا للفقرة ١ من المادة ٢٠ من الاتفاقية، إذا تلقت اللجنة معلومات موثوقا بها يبدو للجنة أنها تتضمن دلائل ذات أساس من الصحة تشير الى أن تعذيبا يمارس بانتظام في أراضي دولة طرف، فإنها تدعو الدولة الطرف المعنية الى التعاون في دراسة هذه المعلومات، وتدعوها، تحقيقا لذلك الى تقديم ملاحظات بصدد تلك المعلومات.

In accordance with article 20, paragraph 1, of the Convention, if the Committee receives reliable information that appears to it to contain well-founded indications that torture is being systematically practised in the territory of a State party, the Committee shall invite that State party to cooperate in the examination of the information and, to that end, to submit observations with regard to the information concerned.
