The combined effect of this legislation is that many acts of terrorism, or attempts and conspiracies to commit such acts against persons or property would constitute serious criminal offences under Tuvalu's domestic law.

Crimes against humanity 1. For the purpose of the present Statute, a crime against humanity means any of the following acts when committed [as part of a widespread [or] systematic commission of such acts against any population]:
١ - لغرض هذا النظام اﻷساسي، يشكل أي فعل من اﻷفعال التالية جريمة ضد اﻹنسانية متى ارتكب ]في إطار عملية ارتكاب واسعة النطاق ]و[ ]أو[ منهجية لمثل هذه اﻷفعال ضد أي مجموعة من السكان[:

(a) To declare an offence punishable by law all dissemination of ideas aimed at discrimination or hatred, as well as all acts of violence or incitement to such acts against any particular group of persons;
(أ) إعلان أن جميع أشكال نشر الأفكار الرامية إلى التمييز أو الكراهية، وكذلك جميغ أعمال العنف أو التحريض على هذه الأعمال ضد أي مجموعة معينة من الأشخاص، نعد جريمة يعاقب عليها القانون؛

(a) Shall declare an offence punishable by law all dissemination of ideas based on racial superiority or hatred, and incitement to racial discrimination, as well as all acts of violence or incitement to such acts against any race or group of persons of another colour or ethnic origin, and also the provision of any assistance to racist activities, including the financing thereof;

It is only by implementing this wide array of actions that States will ensure that the dissemination of ideas based on racial superiority or hatred, incitement to racial discrimination, as well as acts of violence or incitement to such acts against a specific group of persons, are eliminated in the long term.
ولن تستطيع الدول كفالة القضاء في الأجل الطويل على الأفكار القائمة على التفوق العنصري أو الكراهية العنصرية والتحريض على التمييز العنصري، علاوة على أعمال العنف والتحريض على ارتكابها ضد مجموعة معينة من الأفراد، إلاّ إذا طبّقت هذه التشكيلة الواسعة من الإجراءات.

Her delegation considered that paragraph 1 under “Crimes against humanity” should read: “For the purpose of the present Statute, a crime against humanity means any of the following acts when committed as part of a widespread or systematic commission of such acts against any population.”
٢٨ - ورأى وفدها أن الفقرة ١ تحت " الجرائم المرتكبة ضد الانسانية " يجب أن تصبح كما يلي : " لغرض هذا النظام اﻷساسي ، ان أي جريمة ترتكب ضد الانسانية تعني أي فعل من اﻷفعال التالية متى ارتكب في اطار عملية ارتكاب واسعة النطاق أو منهجية لمثل هذه اﻷفعال ضد أي مجموعة من السكان . "

It is the States' bounden duty to protect their citizens against terrorist attacks and to prevent activities from taking place in their territory that are aimed at organizing such acts against the citizens of other countries.
فالدول عليها واجب حتمي في حماية مواطنيها من الهجمات اﻹرهابية، وأن تمنع مزاولة أنشطة في أراضيها ترمي إلى تنظيم أفعال من هذا القبيل ضد مواطني بلدان أخرى.
