The third preambular paragraph seemed to be inconsistent with article 2, paragraph 1, of the International Covenant on Civil and Political Rights, which expressed the international standard in that area, namely that each State party had an obligation to protect the human rights of all individuals within its territory and subject to its jurisdiction.
