10. Reiterates its encouragement to States to contribute to the voluntary fund in support of the implementation of the Agreement on a Cease-fire and Separation of Forces signed in Moscow on 14 May 1994 and/or for humanitarian aspects including demining, as specified by the donors;
١٠ - يكرر اﻹعراب عن تشجيعه الدول لﻹسهام في صندوق التبرعات لدعم تنفيذ الاتفاق المتعلق بوقف اطلاق النار والفصل بين القوات الموقع في موسكو في ١٤ أيار/مايو ١٩٩٤ و/أو من أجل الجوانب الانسانية بما في ذلك ازالة اﻷلغام، على النحو الذي حدده المانحون؛

I have the honour to transmit to you herewith the text of the statement of the Government of the Russian Federation of 14 May 1994 concerning the Agreement on a Cease-fire and separation of forces signed on the same date in Moscow by the Georgian and Abkhaz parties (see annex).

At the insistence of the opposition delegation, the two sides agreed on the temporary nature of the Agreement on a Cease-fire, although the delegation of the Government strongly advocated the idea of establishing a permanent cease-fire.

31. the Agreement on a Cease-fire and Separation of Forces, signed in Moscow on 14 May 1994 between the Government of Georgia and the Abkhaz authorities, delineated a security zone and specified that there should be no armed forces or heavy equipment within that zone.

In accordance with the Agreement on a Cease-fire and Separation of Forces of 14 May 1994, a security zone, a restricted weapons zone and a control zone have been established, in which specific levels of armaments and personnel have been agreed and determined.
ووفقا ﻷحكام اتفاق وقف إطلاق النار وفصل القوات، المبرم في ١٤ أيار/مايو ١٩٩٤، أقيمت منطقة أمنية ومنطقة لتحديد اﻷسلحة ومنطقة للمراقبة، تم فيها اشتراط وتحديد مستويات معينة من اﻷسلحة واﻷفراد.

3. A Group of Military Observers shall be established to monitor compliance with the obligations assumed by the parties under the Agreement on a Cease-fire and Separation of Forces of 14 May 1994.
٣ - لمراقبة تنفيذ الالتزامات التي تعهد بها الطرفان بموجب اتفاق وقف إطلاق النار وفصل القوات المبرم في ١٤ أيار/مايو ١٩٩٤، ينشأ فريق من المراقبين العسكريين.

Although such weapons are not heavy military equipment, as defined in the Agreement on a Cease-fire and Separation of Forces signed in Moscow on 14 May 1994, they cannot be regarded as personal weapons either, and the parties can therefore be said to be not in compliance with the spirit of the agreement.

19. As Council members are aware, neither UNOMIG's mandate nor its strength enables it to prevent violations of the Agreement on a Cease-fire and separation of forces of 14 May 1994 (see S/1994/583, annex) or to deter armed groups from entering the security zone.
