By its decision 24/1, the Governing Council requested the Executive Director to promote coordination across the United Nations system on environmental activities, in particular those relevant to the operations of the United Nations system, keeping in mind paragraphs 36 and 37 of the appendix to decision SS.VII/1, through the work of the Environment Management Group.

In paragraph 8 (e) of its report, as contained in the appendix to decision SS.VII/1, the Open-ended Intergovernmental Group stressed that the increasing complexity and impact of trends in environmental degradation required an enhanced capacity for scientific assessment and monitoring and for provision of early warnings to Governments.

As reflected in paragraph 6 of the terms of reference contained in the appendix to decision VI/12, the Conference of the Parties provided that at the first election of members of the committee, five members (one from each region) would be elected for a period of one term, and ten members (two from each region) would be elected for two terms.
