The undersigned have agreed on the attached Framework Agreement establishing a Federation in the areas of the Republic of Bosnia and Herzegovina with a Majority Bosniac and Croat Population and on the attached Outline of a Preliminary Agreement for a Confederation between the Republic of Croatia and the Federation.

It noted, in particular, that educational, cultural and other activities in the areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces, except the delivery of humanitarian relief by international agencies, should be undertaken with proper authorization of the Government of the Republic of Bosnia and Herzegovina and the Committee.

The Co-Chairmen have already certified in five monthly reports that the Government of the Federal Republic of Yugoslavia is continuing to meet its commitment to close its border with the areas of the Republic of Bosnia and Herzegovina under the control of the Bosnian Serb forces.

٥٨ - ولذا فقد يرغب مجلس اﻷمن في أن يعيد تأكيد نداءه العاجل الى قيادة الصرب البوسنيين لكي تأذن بالوصول الفوري والكامل الى المشردين من سربرينيتسا وجيبا الموجودين في مناطق جمهورية البوسنة والهرسك الخاضعة لسيطرة الصرب البوسنيين.

Thus, any conclusion that the Government of the Federal Republic of Yugoslavia (Serbia and Montenegro) was continuing to meet its commitment to close its border with the areas of the Republic of Bosnia and Herzegovina under the control of the Bosnian Serb forces was premature and unfounded.
٦١ - وهكذا فإن أي استنتاج مفاده أن حكومة جمهورية يوغوسلافيا الاتحادية )صربيا والجبل اﻷسود( ما برحت تفي بالتزامها بإغلاق حدودها مع مناطق جمهورية البوسنة والهرسك الخاضعة لسيطرة قوات الصربيين البوسنيين، هو استنتاج سابق ﻷوانه ولا يقوم على أساس.

It reaffirms its demands to the Bosnian Serb party to give immediate access for representatives of the UNHCR, the ICRC and other international agencies to such persons who are within the areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces, and to permit representatives of the ICRC to visit and register any persons detained against their will.

The Framework Agreement establishing a Federation in the areas of the Republic of Bosnia and Herzegovina with a Majority Bosniac and Croat Population, and the Outline of a Preliminary Agreement for a Confederation between the Republic of Croatia and the Federation, signed in Washington on 1 March 1994 (see S/1994/255), also appear to have opened new avenues for a political settlement.
