A State or an international organization that formulates an objection to a reservation may oppose the entry into force of the treaty as between itself and the author of the reservation.

According to the procedure advocated by the draft guideline, in cases of an impermissible reservation, the depositary first drew the attention of the author of the reservation to the impermissibility.
