No resolution in respect of which expenditures are anticipated by the Secretary-General shall be voted by the General Assembly until the Administrative and Budgetary Committee (Fifth Committee) has had an opportunity of stating the effect of the proposal upon the budget estimates of the United Nations.

At its 30th meeting, on 23 December, the Committee decided, without a vote, to recommend that the General Assembly take note of the report of the Secretary-General and the related report of the Advisory Committee, and note that there would be no effect on the budget estimates of the United Nations (see para. 79, draft resolution III, sect. XV).
