219. The Committee commends the Government for announcing its intention to accept the amendment to article 20, paragraph 1, of the Convention in respect of the time of meetings of the Committee.
219 - وتشيد اللجنة بالحكومة لإعلانها عزمها على قبول تعديل المادة 20 من الاتفاقية فيما يتعلق بمواعيد اجتماع اللجنة.

Tunisia therefore has no objection to favourably considering the amendment of article 20 of the Convention in respect of the meeting time of the Committee, so as to allow it to meet annually for such duration as is necessary for the effective performance of its functions under the Convention, with no specific restriction except for that which the General Assembly decides.

Subsequently, on 22 March 1996, the Government of the United Kingdom of Great Britain and Northern Ireland notified the Secretary-General of its decision to withdraw the following reservations and declarations made upon ratification of the Convention in respect of the United Kingdom of Great Britain and Northern Ireland.
وفي وقت لاحق، في ٢٢ آذار/ مارس ١٩٩٦، أخطرت حكومة المملكة المتحدة لبريطانيا العظمى وأيرلندا الشمالية اﻷمين العام بقرارها سحب التحفظات واﻹعلانات التالية التي أبدتها عند تصديقها على الاتفاقية فيما يتعلق بالمملكة المتحدة لبريطانيا العظمى وأيرلندا الشمالية.

1. Recommends that the States parties favourably consider amending article 20 of the Convention in respect of the meeting time of the Committee, so as to allow it to meet annually for such duration as is necessary for the effective performance of its functions under the Convention, with no specific restriction except for that which the General Assembly shall decide;
١ - توصـي بأن تنظر الدول اﻷطراف، بعين التشجيع، في تعديل المادة ٢٠ من الاتفاقية فيما يتعلق بمدة إجتماع اللجنة، حتى تمكنها من الاجتماع سنويا وللمدة اللازمة ﻷدائها الفعال لمهامها بموجب إطار الاتفاقية، دون النص على أي تقييد بعينه، باستثناء ما تقرره الجمعية العامة؛

The first sentence of paragraph 3, which provides that a declaration takes effect simultaneously with the entry into force of the Convention in respect of the State concerned, contemplates the normal case of a declaration made at the time of signature, ratification, acceptance or accession which will precede the entry into force of the Convention in respect of that State.
فالجملة الأولى من الفقرة 3، التي تنّص على أن يسري مفعول الإعلان في آن واحد مع بدء نفاذ الاتفاقية فيما يخص الدولة المعنية، تتوخى الحالة المألوفة في إصدار الإعلان في وقت التوقيع أو التصديق أو القبول أو الانضمام، والذي يسبق بدء نفاذ الاتفاقية فيما يخص تلك الدولة.

(b) take into account previously agreed measures established and applied for the high seas in accordance with the Convention in respect of the same stocks by relevant coastal States and States fishing on the high seas;
)ب( مراعاة ما اتفق عليه سابقا من التدابير التي تضعها وتطبﱢقها، بشأن أعالي البحار، وفقا للاتفاقية فيما يتعلق باﻷرصدة نفسها، الدول الساحلية المعنية والدول التي تمارس الصيد في أعالي البحار؛

311. The Committee strongly recommends that the Government consider the possibility of undertaking a review of the effectiveness of measures being taken to implement the provisions of article 4 of the Convention in respect of the allocation of resources to the maximum extent possible for the implementation of the economic, social and cultural rights of the child.
٣١١ - وتوصي اللجنة بشدة بأن تنظر الحكومة في إمكانية الشروع في استعراض لفعالية التدابير الجاري اتخاذها لتنفيذ أحكام المادة ٤ من الاتفاقية فيما يتعلق بتخصيص الموارد إلى أقصى حد ممكن ﻹعمال حقوق الطفل الاقتصادية والاجتماعية والثقافية.

4.12 The State party finally submits that the communication is manifestly ill-founded under article 4, paragraph 2 (c), of the Optional Protocol as the State party entered a reservation to article 9 and therefore the effect of the reservation is that the United Kingdom incurs no responsibility under the Convention in respect of the continuing consequences of section 5 of the 1948 Act.
4-12 وتؤكد الدولة الطرف أخيراً أن البلاغ لا يستند إلى أساس واضح وفقاً للفقرة 2(ج) من المادة 4 من البروتوكول الاختياري لأن الدولة الطرف قد أبدت تحفظاً على المادة 9، وهو ما يترتب عليه إخلاء مسؤولية المملكة المتحدة بموجب الاتفاقية فيما يتعلق بالتبعات المستمرة لتطبيق المادة 5 من قانون 1948.

On 22 March 1996, the Government of the United Kingdom of Great Britain and Northern Ireland notified the Secretary-General of its decision to withdraw the following reservations and declarations made upon ratification of the Convention in respect of the United Kingdom of Great Britain and Northern Ireland, as circulated by depositary notification C.N.108.1986.TREATIES-4 of 7 August 1986:
في ٢٢ آذار/مارس ١٩٩٦ أخطرت حكومة المملكة المتحدة لبريطانيا العظمى وأيرلندا الشمالية اﻷمين العام بقرارها أن تسحب التحفظات والاعلانات التالية التي أبدتها عند تصديقها على الاتفاقية فيما يتعلق بالمملكة المتحدة لبريطــانيا العظمـــى وأيــرلندا الشمالية، بالصيغة التي عممت بها بواسطة إخطار الوديع C.N.108.1986.TREATIES-4 الصادر في ٧ آب/أغسطس ١٩٨٦:

Paragraph 3 of Article 4 provides that a reservation made at the time of signature shall take effect simultaneously with the entry into force of the Convention in respect of the Party concerned whereas paragraph 4 provides that a reservation after the entry into force of the Convention for that Party shall take effect twelve months after the date of its receipt by the depositary.
الفقرة 3 من المادة 4 تنص على أنَّ التحفظ الذي يُبدى وقت التوقيع يبدأ نفاذه بالتزامن مع بدء نفاذ الاتفاقية فيما يخص الطرف المعني، بينما تنص الفقرة 4 على أنَّ التحفُّظ الذي يُبدى بعد بدء نفاذ الاتفاقية فيما يخص ذلك الطرف يبدأ سريانه بعد اثني عشر شهراً من تاريخ تلقي الوديع تبليغاً به.

)ج( مراعاة ما اتفق عليه سابقا من التدابير التي تضعها وتطبﱢقها وفقا للاتفاقية فيما يتعلق بالرصيد نفسه منظمة دون إقليمية أو اقليمية او ترتيب دون إقليمي أو إقليمي ﻹدارة مصائد اﻷسماك؛
