Despite those achievements, challenges remained because of the slow implementation of the rule of law and rising crime, the continued dominance of the illicit narcotics trade and a lack of infrastructure and employment opportunities for returnees, which posed serious challenges to the countries of asylum, countries of origin and the international community itself.
