1. The participants recommend the following measures as forming part of a Plan of Action to implement the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa.

Noting also the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa, and the Lilongwe Plan of Action for the implementation of the Declaration,
وإذ يحيط علما أيضا بإعلان ليلونغوي بشأن تيسير الحصول على المساعدة القانونية في نظام العدالة الجنائية في أفريقيا وبخطة عمل ليلونغوي لتنفيذ ذلك الإعلان()،

In that regard, reference was made to the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa and its plan of action, which called for a broad interpretation of legal aid to include advice, assistance and education and representation not only by legally trained lawyers, but also through law clinics, the use of paralegals, offices of public defenders and justice centres.

Both guideline 14 of the United Nations Principles and Guidelines and the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa recognize the role played by paralegals or similar service providers in providing legal aid services where access to lawyers is limited.

7. In line with the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa and the Lilongwe Plan of Action for the implementation of the Declaration, the Principles and Guidelines follow a broad concept of legal aid.

The Kadoma Declaration on Community Service and the Kampala Declaration on Prison Conditions in Africa, as well as the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa (for the provision of legal aid to inmates through special legal aid clinics), are increasingly being implemented at the national level;
كما يتزايد على الصعيد الوطني تنفيذ إعلان كادوما بشأن الخدمة المجتمعية وإعلان كمبالا بشأن أحوال السجون في أفريقيا، وكذلك إعلان ليلونغوي حول اللجوء إلى المساعدة القانونية في نظام العدالة الجنائية في أفريقيا (من أجل توفير المساعدة القانونية لنزلاء السجون من خلال عيادات خاصة لهذا الغرض)؛

Also requests the United Nations Office on Drugs and Crime, subject to the availability of extrabudgetary resources and in cooperation with the African Institute for the Prevention of Crime and the Treatment of Offenders, to assist African States, upon request, in their efforts to apply the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa;

Eleventh United Nations Congress on Crime Prevention and Criminal Justice (18-25 April 2005, Bangkok): PRI supported a senior government delegation that tabled the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa (Lilongwe Declaration on Legal Aid in Africa).
