It added that, whilst Saint Lucia has exercised a de facto abolitionist position in the last 15 years, having not performed any executions, it is not presently in a position to move towards an express moratorium on the use of the death penalty, or its abolition.

29. On 10 February 2009, the permanent missions of 53 States Members of the United Nations submitted a note verbale referring to resolution 63/168, and placed on record that they were in persistent objection to any attempt to impose a moratorium on the application of the death penalty or its abolition in contravention to existing stipulations under international law.

The Secretary-General also draws attention to the note verbale dated 11 March 2012 from the Permanent Missions of 53 Member States to the United Nations in New York, in which they expressed their " persistent objection to any attempt to impose a moratorium on the use of the death penalty or its abolition in contravention to existing stipulations under international law " (A/65/779).
