1. The United States is pleased to join consensus on the Declaration of Principles and Plan of Action, which represent an important milestone in the international community's efforts toward development of the Information Society.
1 - يسر الولايات المتحدة الأمريكية أن تكون طرفاً في توافق الآراء الذي تحقق بشأن إعلان المبادئ وخطة العمل والذي يشكل علامة هامة على طريق الجهود الرامية إلى تطوير مجتمع المعلومات.

2. The United States wishes to draw attention to the fact that a number of institutions, organizations and others have been requested to implement the Declaration of Principles and Plan of Action.

The United States understands that the references to transfer of technology upon mutually agreed terms in the Declaration of Principles and Plan of Action mean that, in the case of technologies and know-how subject to intellectual property rights, any transfers must be on a freely negotiated, mutually-agreed basis.

Aware of the positive opportunities afforded by the appropriate application of the Declaration of Principles and Plan of Action adopted by the World Summit in supporting the building of an Arab information society,

It is for this reason that my Government strongly supports the Declaration of Principles and Plan of Action as adopted during the first phase of the World Summit on the Information Society and looks forward to the convening of the second phase in Tunisia in November 2005.
