Following the deposit of the twentieth instrument of ratification or accession on 23 November 2010, the Convention entered into force on 23 December 2010 in accordance with article 39, paragraph 1, of the Convention.

A review of the Convention was initiated in 1991, resulting in the adoption of the Second Protocol to the 1954 Convention in March 1999, which entered into force on 9 March 2004, three months after the deposit of the twentieth instrument of ratification, acceptance, approval or accession.
وشُرع، في عام 1991، في استعراض للاتفاقية تمخّض عنه اعتماد البروتوكول الثاني لاتفاقية 1954 في آذار/مارس 1999، الذي دخل حيّز النفاذ في 9 آذار/مارس 2004، وذلك بعد مضي ثلاثة أشهر على تاريخ إيداع الصك العشرين من صكوك التصديق أو القبول أو الموافقة أو الانضمام.

۲- فيما يخص كلّ دولة تصبح دولة متعاقدة في هذه الاتفاقية بعد تاريخ إيداع الصك العشرين من صكوك التصديق أو القبول أو الإقرار أو الانضمام، يبدأ نفاذ هذه الاتفاقية في اليوم الأول من الشهر الذي يعقب انقضاء سنة واحدة على إيداع الصك المناسب باسم تلك الدولة.

2 - بالنسبة إلى كل دولة تصدق على هذه الاتفاقية أو تنضم إليها بعد إيداع الصك العشرين من صكوك التصديق أو الانضمام، يبدأ نفاذ الاتفاقية في اليوم الثلاثين من تاريخ إيداع الدولة المعنية لصكها المتعلق بالتصديق أو الانضمام.
