181. The fundamental condition observed in regard to this strategy was to devise a housing Plan that would fit into the economic and social objectives of the National Plan, based on a philosophy of equality of opportunities (the outline of which is presented in annexes), and which was to:

100. With regard to the activities of TNCs in general, the Lima Declaration and Plan of Action on Industrial Development and Cooperation adopted at the Second General Conference of the United Nations Industrial Development Organization in 1975 provides that developed countries should cooperate in ensuring that the activities of TNCs are in keeping with the economic and social objectives of the developing countries in which they operate.

(d) To make recommendations and proposals relating to the methods of work and activities of transnational corporations in order to ensure that such methods and activities are in keeping with the economic and social objectives of the countries in which they operate, and to promote the enjoyment of economic, social and cultural rights and the right to development, as well as of civil and political rights;
