While the series of irregularities noted in the Secretary-General's previous report (S/1994/375) did not represent any significant manipulation and had no impact on the outcome of the presidential election, those irregularities could have influenced some results in the elections for the Assembly and the Municipal Councils, given the smaller size of the electoral districts, and might give rise to a substantial number of challenges.

Indeed, the central district, which forms the municipality where the capital city is located and is the country's most urbanized area, had the highest absenteeism rate of all the electoral districts in the first round of voting in the 2007 presidential elections (see the annex, table 48, Relative absenteeism in the first and second rounds of voting in the 2007 general elections).
