10. In addition to paying the compensation awards approved by the Governing Council, the Commission was also responsible for the Follow-up Programme for Environmental Awards, established to monitor the technical and financial implementation of the environmental projects in the four participating Governments that incurred environmental damage during the 1991 Gulf War.

1. Decides that interest accruing on the special accounts shall be added to the principal amounts maintained in the special accounts and used for the implementation of the environmental projects in accordance with decision 258;

3. Directs also that the Executive Secretary withhold 15 per cent of the total F4 awards that fall within the scope of the follow-up programme, to each of the F4 claimant Governments, from the last payments to each Government and to release the withheld amounts upon satisfactory completion of the environmental projects.

The Council decided, in its decision 258 of December 2005, to withhold 15 per cent of the total F4 environmental awards subject to the Programme from the last payment to each of the participating Governments, and to release the withheld amounts upon satisfactory completion of the environmental projects.
وقرر المجلس، في مقرره 258 الصادر في كانون الأول/ديسمبر 2005، احتجاز 15 في المائة من مجموع التعويضات البيئية من الفئة واو-4 التي تخضع للبرنامج وذلك من الدفعات الأخيرة التي تقدم لكل حكومة من الحكومات المشاركة، والإفراج عن الأموال المحتجزة بعد إنجاز المشاريع البيئية بصفة مُرضية.

10. In April 2011, the Governing Council adopted decision 269 (S/AC.26/Dec.269 (2011)), whereby it affirmed that it was not necessary for Compensation Commission monitoring under decision 258 to continue until the end of the environmental projects and that the purpose and goals of the programme could be fulfilled in the near term.

وقرر المجلس في مقرره 258 في كانون الأول/ديسمبر 2005 حجز نسبة 15 في المائة من مجموع التعويضات البيئية للفئة " واو-4 " التي تخضع لبرنامج متابعة التعويضات البيئية من الدفعات النهائية التي ستسدد لكل من الحكومات المشاركة للأردن وجمهورية إيران الإسلامية والكويت والمملكة العربية السعودية، والإفراج عن المبالغ المحتجزة عند الانتهاء من إنجاز المشاريع البيئية بصورة مرضية.

2. Decides also that interest accruing on the funds withheld in the Compensation Fund under decisions 258 and 266 shall also be used for the implementation of the environmental projects in accordance with decision 258, and that such interest shall be transferred from the Compensation Fund to the special accounts established under decision 266 on an annual basis and pooled with interest accrued on special accounts under paragraph 1 above;
2- يقرر أيضاً أن تستعمل الفائدة المستحقة على المبالغ المحتجزة في صندوق التعويضات بموجب المقررين 258 و266 أيضاً لتنفيذ المشاريع البيئية وفقاً للمقرر 258، وأن يتم تحويل هذه الفائدة من صندوق التعويضات إلى الحسابات الخاصة بموجب المقرر 266 على أساس سنوي وتجميعها مع الفائدة المستحقة على الحسابات الخاصة بموجب الفقرة 1 أعلاه؛

These included evaluations of (a) the environmental projects undertaken in Latin America and the Caribbean; (b) the efforts to strengthen the work of the resident coordinators; (c) global, interregional and regional programmes; (d) the fifth cycle special programme reserve; (e) co-financing modalities and (f) the exercise relating to public sector management and reform in the Arab States region.

7. Centrally, UNDP undertook six main evaluations in 1996: (a) evaluation of the environmental projects in Latin America and the Caribbean; (b) strengthening the work of the resident coordinators; (c) global, interregional and regional programmes; (d) fifth cycle Special Programme Resources (SPR); (e) co-financing modalities; and (f) public sector management and reform in the Arab States region.
٧ - وعلى النطاق المركزي، أجرى برنامج اﻷمم المتحدة اﻹنمائي ستة تقييمات رئيسية في عام ١٩٩٦ هي: )أ( تقييم للمشاريع البيئية في أمريكا اللاتينية ومنطقة البحر الكاريبي؛ )ب( وتعزيز عمل المنسقين المقيمين؛ )ج( والبرامج العالمية واﻷقاليمية واﻹقليمية؛ )د( وموارد البرنامج الخاصة في الدورة الخامسة؛ )ﻫ( وطرائق المشاركة في التمويل؛ )و( وإدارة القطاع العام وإصلاحه في منطقة الدول العربية.
