In adopting the Declaration on the Right to Development, the General Assembly, in resolution 41/128, recognized that development is a comprehensive, cultural, political, economic, and social process which aims at constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and the fair distribution of benefits resulting therefrom.

In this context, we reaffirm that development is a comprehensive economic, social, cultural and political process that aims at the constant improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom as recognized in the Declaration on the Right to Development.

Consistent with the Declaration on the Right to Development, States should adopt measures aimed at guaranteeing active, free and meaningful participation by all individuals, including people of African descent, in development and decision-making related thereto and in the fair distribution of benefits resulting therefrom.
١٩ - تمشيا مع الإعلان المتعلق بالحق في التنمية، ينبغي للدول أن تعتمد تدابير ترمي إلى ضمان مشاركة جميع الأفراد، بمن فيهم المنحدرون من أصل أفريقي، مشاركة نشطة وحرة وذات مغزى في التنمية وصنع القرارات المتصلة بها، وفي التوزيع العادل للفوائد الناجمة عنها.
