Morocco noted the tangible advancement in the field of human rights and the implementation of, inter alia, the Paris Principles; the application of treaty bodies' recommendations; the question of the diversity; access to housing for families; policy reforms and their positive effects on economic development; and the high level of schooling and protection of women's rights.
31- ولاحظ المغرب التقدم الملموس الذي أُحرز في مجال حقوق الإنسان وفي تنفيذ مبادئ باريس، من جملة أمور أخرى؛ وتنفيذ توصيات هيئات المعاهدات؛ ومسألة التنوع؛ وحصول الأسر على السكن؛ والإصلاحات السياساتية وما لها من آثار إيجابية على التنمية الاقتصادية؛ وارتفاع معدل الالتحاق بالمدارس وحماية حقوق المرأة.

Participants noted that many countries of the region had made significant progress in the field of human rights and the process of sharing experiences combined with discussions on a variety of practical matters was considered an important opportunity to advance good governance, further democratic practices and respect for human rights.

89. The observer for Spain pointed out that there were already some funds within the Centre for Human Rights, including the Voluntary Fund for Technical Cooperation in the field of human rights and the United Nations Voluntary Fund for Victims of Torture.
٩٨ - وأشار المراقب عن اسبانيا إلى أن هناك بعض الصناديق القائمة بالفعل في إطار مركز حقوق اﻹنسان، منها صندوق التبرعات للتعاون التقني في ميدان حقوق اﻹنسان وصندوق اﻷمم المتحدة للتبرعات لضحايا التعذيب.

Ms. SYAHRUDDIN (Indonesia) said that the expansion of United Nations activities in the field of human rights and the increase in the number of relevant bodies and mechanisms had created a need for greater coordination and rationalization in that field.

٨٨ - وأضافت أنه يجب ألا يتعامى الاتحاد اﻷوروبي عن انتهاكات حقوق اﻹنسان التي ترتكبها الطائفة المتمردة الوحيدة المتبقية في الجنوب، وعليه أن يعترف بالخطوات اﻹيجابية التي اتخذتها حكومتها في ميدان حقوق اﻹنسان والمحافظة على السلام.

Their cooperation had been based on the guidelines laid down in General Assembly resolution 45/163, which had subsequently been reaffirmed by resolution 51/105, concerning the strengthening of United Nations action in the field of human rights and the importance of non-selectivity, impartiality and objectivity.

In the context of the Policy Advisory Board, the High Commissioner has decided to examine regularly the requests for technical cooperation in the field of human rights and the status of approved programmes and to review priorities among projects of technical assistance and define medium- and long-term objectives for enhancing cooperation with United Nations programmes and agencies, as well as with regional and national organizations and NGOs.
