وقد اتخذت حكومة جمهورية أفغانستان الإسلامية تدابير عملية ومن الأمثلة الجلية، في هذا الصدد، إنشاء دائرة لرصد تنفيذ القرارات النهائية والمحددة التي تصدرها المحاكم والتي نوقشت في الإجابة رقم 47.

the GIRoA has strictly followed certain recommendations provided by Human Rights Council and enforced them where applicable.

the GIRoA has always addressed the issue of civilian casualties and has asked the international forces to provide remedies to their families in accordance to international humanitarian law.
لقد تصدت حكومة جمهورية أفغانستان الإسلامية دائماً وأبداً لقضية الخسائر المدنية وطلبت من القوات الدولية أن تقدم التعويضات لذويهم وفقاً للقانون الدولي الإنساني.

117. the GIRoA has taken the following steps for health strategy and to reduce poverty:
117- اتخذت حكومة جمهورية أفغانستان الإسلامية الخطوات التالية بخصوص الاستراتيجية الصحية والحدّ من الفقر:

Response No.96 145. the GIRoA cooperates on regular basis with the United Nations Office of High Commissioner for Human Rights and other UN related bodies which is reflected on various parts of this report.
145- تتعاون حكومة جمهورية أفغانستان الإسلامية مع مفوضية الأمم المتحدة السامية لحقوق الإنسان وما إلى ذلك من هيئات الأمم المتحدة ذات الصلة وذلك ما ينعكس في مختلف أجزاء هذا التقرير.

Response No.1 8. the GIRoA has strived for inclusion of provisions of the conventions that it has ratified in its domestic laws.
8- لقد عملت حكومة جمهورية أفغانستان الإسلامية جهد استطاعتها على إدراج أحكام الاتفاقيات التي صدقت عليها في قوانينها المحلية.

Response No.8 16. the GIRoA has been reviewing the compliance between national laws and international human rights instruments, in all steps of adopting a law.
16- عكفت حكومة جمهورية أفغانستان الإسلامية على استعراض امتثال القوانين الوطنية للصكوك الدولية لحقوق الإنسان في جميع الخطوات الرامية إلى اعتماد القوانين.

Response No.12 22. the GIRoA, for the purpose of ensuring peace, stability, democracy and establishing a strong foundation for protection of human rights, has taken various measures:
22- لقد اتخذت حكومة جمهورية أفغانستان الإسلامية تدابير شتى من أجل ضمان استتباب السلم والاستقرار والديمقراطية وإرساء الأسس المتينة لحماية حقوق الإنسان ومن تلك التدابير:

35. the GIRoA has signed United Nations Convention against Corruption (UNCAC) in 2004 which was ratified by Afghan Parliament in 2007. Response No.24
35- وقد وقّعت حكومة جمهورية أفغانستان الإسلامية اتفاقية الأمم المتحدة لمكافحة الفساد في عام 2004 التي صدق عليها البرلمان الأفغاني في عام 2007.

57. the GIRoA has made efforts to promote human values, human rights and women's rights among local tribes through participation in tribal councils.
57- بذلت حكومة جمهورية أفغانستان الإسلامية جهوداً من أجل الترويج للقيم الإنسانية وحقوق الإنسان وحقوق المرأة في صفوف القبائل المحلية عن طريق المشاركة في المجالس القبلية.

Response No.38 59. the GIRoA has tried to promote culture of women's rights and human rights among the young generation through different government institutions within the framework of training programs during the past four years.
59- حاولت حكومة جمهورية أفغانستان الإسلامية الترويج لثقافة حقوق المرأة وحقوق الإنسان في صفوف جيل الشباب عن طريق مختلف المؤسسات الحكومية في إطار برامج التدريب خلال السنوات الأربع الماضية.

63. In order to improve the situation of women, the GIRoA has approved two laws, namely the Law on Elimination of Violence against Women and the Shiite Personal Status Law during the past four years.
63- لتحسين أوضاع المرأة، أقرت حكومة جمهورية أفغانستان الإسلامية خلال السنوات الأربع الماضية، قانونين هما قانون القضاء على العنف ضد المرأة وقانون الأحوال الشخصية الشيعية.

Response No.43 70. the GIRoA, in light of four Geneva Conventions and principles of international humanitarian law, to reduce civilian casualties has taken the following measures:
70- اتخذت حكومة جمهورية أفغانستان الإسلامية التدابير التالية، في ضوء أربع من اتفاقيات جنيف ومبادئ القانون الدولي الإنساني، من أجل الحد من عدد الضحايا المدنيين:

75. Based on the provisions of the above-mentioned laws, the GIRoA has tried to put an end to the manifestations and consequences of torture and inhuman, humiliating and cruel punishments.
75- واستناداً إلى أحكام القوانين الواردة أعلاه حاولت حكومة جمهورية أفغانستان الإسلامية وضع حد لمظاهر وعواقب التعذيب والعقوبات اللاإنسانية والمهينة والقاسية.

Response No.51 81. the GIRoA has tried to equally protect all its citizens against any kinds of violence, but has made more efforts for protecting the vulnerable groups such as women and girls.
81- حاولت حكومة جمهورية أفغانستان الإسلامية كذلك أن تحمي جميع مواطنيها من كلِّ أنواع العنف غير أنها بذلت جهوداً أكبر في حماية الفئات المستضعفة مثل النساء والبنات.

94. the GIRoA has tried to overcome the impunity culture towards ensuring the rule of law, as the government considers this a serious obstacle against the rule of law.
94- لقد حاولت حكومة جمهورية أفغانستان الإسلامية التغلّب على ثقافة الإفلات من العقاب والانتقال إلى كفالة سيادة القانون؛ حيث إنها ترى في الإفلات من العقاب عقبة خطيرة تحول دون تطبيق سيادة القانون.

125. Since article 43 of the Afghan Constitution has guaranteed education up to the BA level for all its citizens without any discrimination, the GIRoA has taken measures that are mentioned as bellow:
125- ولما كانت المادة 43 من الدستور الأفغاني تضمن لجميع المواطنين حصولهم على التعليم حتى مستوى البكالوريوس بدون تمييز، فقد اتخذت حكومة جمهورية أفغانستان الإسلامية تدابير يرد ذكرها أدناه:

140. At the moment, the GIRoA is writing its report regarding United Nations Convention against Torture with technical and financial support of UNDP. Response No.92
140- وتعكف حكومة جمهورية أفغانستان الإسلامية الآن على كتابة تقريرها بشأن اتفاقية الأمم المتحدة لمناهضة التعذيب بدعم تقني ومالي من برنامج الأمم المتحدة الإنمائي.

144. the GIRoA is committed to human rights values and regularly does its best to implement human rights values in Afghanistan.
144- إن حكومة جمهورية أفغانستان الإسلامية ملتزمةٌ بقيم حقوق الإنسان وتعمل ما في وسعها بانتظام للوفاء بتلك القيم في أفغانستان.
