(ب) تنفيذ مشروع بالتعاون مع الإيسا وفرنسا والصناعة الأوروبية لبناء مرافق لإطلاق وتكييف الصواريخ سويوز-ST الناقلة في مركز غيانا الفضائي في غيانا الفرنسية، مع الاضطلاع بأعمال تتعلق بالوسائل الواعدة لإطلاق الحمولات الثقيلة (مشروع أورال)؛

(e) Under a 1993 agreement between the French Government and ESA concerning the Guiana Space Centre, ESA agreed to hold the French Government harmless from any claims made against it in respect of loss or damage by reason of the use of the Guiana Space Centre facilities for the purposes of ESA's Ariane development programme.
