3. As was highlighted by the High Commissioner in her report to the fifty-sixth session of the Commission on Human Rights (E/CN.4/2000/12), stringent measures are required to meet the challenge of reducing tensions and violence based upon ethnic, racial or xenophobic conflicts.

In this regard, the Special Representative strongly supports the views recently expressed by the High Commissioner in her report to the General Assembly (A/52/486/Add.1/Rev.1), that monitoring should be conceived as a means of assisting the Government to address problems, as a basis for dialogue to diagnose the needs, and as encouragement to the international community to provide the help necessary to do so.
