It should be noted that the mediation role played by the head of the Higher Commission is limited to cases that are not referred to the Administrative Mediator.

315- وتتولّى مصالح وزارة العدل وحقوق الإنسان تأمين متابعة التوصيات التي يحيلها رئيس الهيئة العليا لحقوق الإنسان والحريات الأساسية، والعمل بها.

316. On two occasions, the President of the Republic entrusted the head of the Higher Commission with the task of forming fact-finding missions.
316- عهد رئيس الدولة في مناسبتين إلى رئيس الهيئة العليا بتشكيل لجنة لتقصّي الحقائق الأولى في 20 حزيران/يونيه 1991 إثر ادّعاءات حصول تجاوزات في مجال حقوق الإنسان.

302. In addition to the important role played by the Higher Commission for Human Rights and Fundemental Freedoms to protect and strengthen human rights protection, the Administrative Mediator Office contribute significantly to the protection of human rights especially in dealing with citizens' grievances for public administration abuses.
302- إلى جانب الدور الهام الذي تقوم به الهيئة العليا لحقوق الإنسان والحريات الأساسية في سبيل حماية حقوق الإنسان والنهوض بها، تقوم مصالح الموفق الإداري بدور فعال في سبيل حماية حقوق الإنسان ولا سيما حقوق الأشخاص اللذين يتظلمون من تجاوزات الإدارة.

308. Among the most important activities of the Higher Commission as a human rights protection mechanism can be summarized as follows: receiving and following up of complaints of human rights violations, mediating in resolving contentious human rights issues, conducting visits to prisons and custody centres, and carrying out fact-finding missions.
308- تمثلت أبرز أنشطة الهيئة العليا كآلية حماية لحقوق الإنسان والحريات الأساسية في قيامها منذ تأسيسها ب: تلقي ومتابعة الشكاوى المتصلة بعدم احترام حقوق الإنسان، وتوسّطها لحلّ بعض الخلافات في شأنها، وأداء زيارات إلى الوحدات السجنية ومراكز الإيقاف والإيواء، وإنجاز مهمات لتقصّي الحقائق.

339. As for the second committee, it recommended the creation of a working group that included, in addition to the head of the Higher Commission for Human Rights and Fundamental Freedoms as ex-officio chairman of the committee, several national figures from the members of the Higher Commission and external candidates.
339- أمّا بالنسبة للّجنة الثانية، فقد تشكّلت في الغرض لجنة ضمت إلى جانب رئيس الهيئة العليا لحقوق الإنسان والحريات الأساسية، بوصفه رئيساً لتلك اللجنة، عدداً من الشخصيات الوطنية من أعضاء الهيئة ومن خارجها.
