95. The Presidential Decree establishing the Higher National Committee and promulgating its statutes specified the following principal functions to be assumed by the Higher Committee and its Standing Subcommittee:

Pursuant to republican decree No. 89 of 2001, the level of representation on the Higher National Human Rights Committee was upgraded: it is now chaired by the Prime Minister, while the Minister of State for Human Rights Affairs is now the Committee's Secretary-General, instead of its General Coordinator.
وقد أقر القرار الجمهوري رقم 89 لسنة 2001 رفع مستوى تمثيل اللجنة الوطنية العليا بحيث يتولى رئاستها رئيس مجلس الوزراء كما أقر أن يتولى وزير الدولة لشؤون حقوق الإنسان منصب الأمين العام للجنة بدلاً من منصب المنسق العام للجنة.

٥١- ورغم هذه الظروف الصعبة، فقد وجدت القيادة السياسية في العراق أن المصلحة الوطنية العليا وضرورة التعامل مع القضايا الجوهرية، تقتضي تطوير النهج الديمقراطي عن طريق تعزيز وترسيخ الشرعية الدستورية وتعزيز دولة القانون وحقوق اﻹنسان.

44. In spite of these difficult circumstances, the political leadership in Iraq found that the Higher National interest and the need to address fundamental issues necessitated a development of the democratic approach through a shift from revolutionary to constitutional legitimacy and promotion of the rule of law and human rights.
٤٤- ورغم هذه الظروف الصعبة، فقد وجدت القيادة السياسية في العراق أن المصلحة الوطنية العليا وضرورة التعامل مع القضايا الجوهرية، تقتضي تطوير النهج الديمقراطي عن طريق التحول من الشرعية الثورية إلى الشرعية الدستورية وتعزيز دولة القانون وحقوق اﻹنسان.
