706. The suffering of the Iraqi civilian population is also of considerable concern to me.

Deeply concerned also at the fact that chemical weapons have been used on the Iraqi civilian population, by the forced displacement of hundreds of thousands of Iraqi civilians and by the destruction of Iraqi towns and villages, as well as by the fact that tens of thousands of displaced Kurds have had to take refuge in camps and shelters in the north of Iraq,
واذ يساورها بالغ القلق أيضا من جراء استخدام اﻷسلحة الكيميائية ضد السكان المدنيين العراقيين وازاء التشريد الذي فرض على مئات اﻵلاف من المدنيين العراقيين، وتدمير المدن والقرى العراقية، واضطرار عشرات اﻵلاف من اﻷكراد المشردين للجوء الى المخيمات والملاجئ في شمال العراق،

By the latter resolutions the Council permitted the export by Iraq of a limited amount of petroleum which was to be used to finance the purchase of humanitarian goods for the Iraqi civilian population and to meet some of the financial obligations of Iraq arising from its illegal invasion and occupation of Kuwait.
فبموجب هذين القرارين اﻷخيرين سمح المجلس للعراق بتصدير كمية محدودة من النفط لاستعمال ذلك في تمويل شراء البضائع اﻹنسانية للسكان المدنيين العراقيين وســداد بعــض الالتزامــات الماليــة المترتبـة علـى العراق من جراء قيامه بصورة غير مشروعة بغزو الكويت واحتلالها.

3. Condemns the repression of the Iraqi civilian population in general, and of the political opposition in particular;
٣ - تدين القهر الذي يتعرض له السكان المدنيون عموما، والمعارضة السياسية خصوصا؛

As reflected in the aforementioned resolutions, from the outset, the Security Council gave early recognition to the suffering of the Iraqi civilians under a very rigorous sanctions regime and, concerned with the serious nutritional and health situation of the Iraqi civilian population, laid down the foundation for establishing a humanitarian programme.
وكما يتضح من القرارات السالفة الذكر، سلﱠم مجلس اﻷمن منذ وقت مبكر بمعاناة المدنيين العراقيين تحت وطأة نظام صارم جدا للجزاءات، فأرسى اﻷساس ﻹنشاء برنامج إنساني، نظرا لما ساوره من القلق إزاء خطورة حالة السكان المدنيين العراقيين من حيث التغذية والصحة.

The resolution also provided for appropriate United Nations monitoring and supervision for the purpose of assuring the equitable distribution of the essential civilian supplies to meet humanitarian needs in all regions of Iraq and to all categories of the Iraqi civilian population.
ونص القرار أيضا على أن تضطلع اﻷمم المتحدة بأعمال الرصد واﻹشراف الملائمة من أجل ضمان التوزيع المنصف لﻹمدادات المدنية اﻷساسية لتلبية الاحتياجات اﻹنسانية في جميع المناطق العراقية وعلى جميع فئات السكان المدنيين العراقيين.
