If the Court was to function independently, fairly and effectively, it was essential that the judges and Prosecutor should be elected through a democratic and transparent process based on the criteria of professional qualification, integrity and impartiality and respecting the principles of the Rome Statute concerning equal geographical and gender representation, as well as the presence of all legal systems.
