Unfortunately, it appears that the Secretariat has heard nothing about those criminal acts, despite the fact that the Government of Syria has sent it scores of official communications setting forth documented information on those acts which was corroborated in the report of the League of Arab States Observer Mission.

59. In its note verbale dated 16 July 2012, the Government of the Syrian Arab Republic stated that it had implemented in good faith the Plan of Action of the League of Arab States, and recalled that it had granted access to and facilitated the League of Arab States Observer Mission, and withdrawn its forces from the cities.
59- وقالت حكومة الجمهورية العربية السورية، في مذكرتها الشفوية المؤرخة 16 تموز/يوليه 2012، إنها نفذت بحسن نية خطة عمل جامعة الدول العربية، وذكّرت بأنها أتاحت وسهلت إمكانية وصول بعثة مراقبي جامعة الدول العربية وسحبت قواتها من المدن.

The Government referred to paragraph 29 of the report of the League of Arab States Observer Mission, which had confirmed the " presence of media exaggerations in the reporting on the nature of incidents, the number of the dead and injured in events and the demonstrations taking place in some cities " .
وأشارت الحكومة أيضاً إلى الفقرة 29 من تقرير بعثة مراقبي جامعة الدول العربية التي أكدت أن " هناك مبالغات إعلامية في الإعلان عن طبيعة الحوادث وأعداد القتلى والمصابين نتيجة الأحداث والمظاهرات التي تشهدها بعض المدن " .

Furthermore, none of the statements of the President of the Assembly have made any reference to the actions of the armed terrorist groups which have carried out terrorist attacks on public and private institutions in the State and against Syrian civilians and soldiers, as confirmed by the report of the League of Arab States Observer Mission to Syria (see S/2012/71).

I should also like to point out that the French journalist Gilles Jacquier, a correspondent for the France 2 channel, was killed by mortar shells fired by armed terrorists. This was confirmed in paragraph 44 of the report of the Head of the League of Arab States Observer Mission to Syria (S/2012/71).
وأشير أيضا إلى أن الصحفي الفرنسي، جاك جاكييه، مراسل القناة الثانية في التلفزيون الفرنسي، قد لقي حتفه إثر تعرضه لإطلاق قذائف " هاون " من قبل عناصر إرهابية مسلحة، وهذا ما أكده تقرير رئيس بعثة مراقبي جامعة الدول العربية إلى سوريا في الفقرة رقم 44 منه (الوثيقة S/2012/71).

24. The Government did not provide any information on the withdrawal of heavy weapons from population centres during the reporting period, only stating that, when it had withdrawn heavy weapons from such areas during the visit of the League of Arab States Observer Mission, which was deployed in December 2011, the " terrorist armed groups " had reinforced their position quickly and continued to terrorize and intimidate civilians.
24- ولم تقدم الحكومة أي معلومات عن سحب الأسلحة الثقيلة من المراكز السكانية أثناء الفترة المشمولة بهذا التقرير، بل اكتفت بالقول إنها عندما سحبت الأسلحة الثقيلة من هذه المناطق أثناء زيارة بعثة مراقبي جامعة الدول العربية التي نُشرت في كانون الأول/ ديسمبر 2011، عززت " المجموعات الإرهابية المسلحة " مواقعها بسرعة وواصلت ترهيب المدنيين وتهديدهم.

Having considered the report submitted by the Head of the League of Arab States Observer Mission to Syria concerning the period from 24 December 2011 to 18 January 2012 in accordance with the mandate conferred on the Mission by the protocol concluded between the Syrian Arab Republic and the General Secretariat of the League of Arab States in Cairo on 19 December 2011,
