Any provisions on human rights, and on economic, social and cultural rights in particular, must be seen in the light of the purposes and principles of the United Nations set out in its Charter, especially in Articles 1, 55 and 56.

In its resolution 59/11 of 28 October 2004, the General Assembly requested the Secretary-General, in consultation with the appropriate organs and agencies of the United Nations system, to submit to the Assembly at its sixtieth session a report on the implementation of the resolution in the light of the purposes and principles of the Charter of the United Nations and international law.

Fourth, the Security Council has moral obligations to judge, in the light of the purposes and principles of the Charter of the United Nations, as to whether or not it would be justifiable for one State Member of the United Nations to stifle another Member State.
