As mandated, letters had been addressed to the Ministers for Foreign Affairs of States not party, inviting them to consider accession of their respective countries to the Convention and its Protocols.

The Board of Trustees greatly appreciated the initiative of the United Nations High Commissioner for Human Rights in sending, on 11 November 1996, a letter to the Ministers for Foreign Affairs of States that had never contributed to the Fund, inviting them to do so for the first time, and another letter to States that were regular contributors, encouraging them to increase their support.

43. The Board of Trustees was very much in favour of the proposal by the United Nations High Commissioner for Human Rights that letters should be written once again in 1995 to the Ministers for Foreign Affairs of States that have never contributed to the Fund, inviting them to do so, and to contributing States encouraging them to increase their contributions.
٤٣ - أعرب مجلس الادارة عن تقديره العميق للاقتراح الذي تقدم به مفوض اﻷمم المتحدة السامي لحقوق الانسان والرامي إلى القيام عام ١٩٩٥ مجددا بكتابة رسائل إلى وزراء خارجية الدول التي لم يسبق لها أن تبرعت للصندوق لدعوتها إلى القيام بذلك والكتابة إلى الدول المساهمة بغية تشجيعها على زيادة تبرعاتها.

14. The Board very much appreciated its meeting with the United Nations High Commissioner for Refugees at its last session and, in particular, his proposal to send letters to the Ministers for Foreign Affairs of States which had not yet contributed to the Fund inviting them to do so and to States that were already donors seeking an increase in contributions.
١٤ - وأعرب المجلس عن بالغ تقديره لاجتماعه في دورته اﻷخيرة بالمفوض السامي لحقوق اﻹنسان وبخاصة للاقتراح الذي قدمه بكتابة رسائل الى وزراء خارجية الدول التي لم تتبرع مطلقا للصندوق لدعوتها الى التبرع، وللدول التي تقدم تبرعات حتى تزيد من قيمة تبرعاتها.

Pursuant to General Assembly resolution 59/116, the Secretary-General had sent a letter to the Ministers for Foreign Affairs of States that had not yet acceded to the international treaties governing the uses of outer space, as well as to intergovernmental organizations that had not yet declared their acceptance of the rights and obligations under those treaties.
