Recalling that the Federated States of Micronesia is a Party to the Montreal Amendment to the Montreal Protocol and is therefore required to establish and implement a system for licensing the import and export of controlled ozone-depleting substances and report the introduction of that system to the Ozone Secretariat, in accordance with its obligations under Article 4B of the Protocol,
