Article 36 of the Municipal Code orders the municipal council to set up, among others bodies, a Commission on the Family, Women and Children, and stipulates procedures with respect to the latter's functions and decisions.

32. The Joint Commission on Reform and Participation proposed amendments to the Municipal Code and the Development Councils Act, but discussions on both proposals are at a standstill pending the formulation of decentralization strategy.
32 - وقد اقترحت اللجنة المشتركة المعنية بالإصلاح والمشاركة إدخال تعديلات على قانون البلديات وقانون المجالس الإنمائية، إلا أن المناقشات المتعلقة بكلا المقترحين تراوح في مكانها ريثما تتم صياغة استراتيجية للامركزية.

New laws to reform the Municipal Code and the Law on Community Communication, expected to come into force during 2002, include provisions for strengthening the participation of indigenous groups at the municipal level, and their contribution to development, democracy and a culture of peace.

Out of 81 municipalities and eight district councils in the country, at present 58 have established their respective municipal commissions on accessibility and disability and 31 have not yet done so (see annex 10), pursuant to an amendment to the article of the Municipal Code making those commissions standing bodies.

A framework law on decentralization will be enacted to define the core elements of the process. 36. The System of Urban and Rural Development Councils is one of the forums which have been created or strengthened strategically by reforming the Urban and Rural Development Council Act (Legislative Decree 11-2002), the Municipal Code (Legislative Decree 12-2002) and the General Decentralization Act (Legislative Decree 14-2002).

69. The adoption of the Decentralization and Development Councils Acts and the amendment of the Municipal Code afford an excellent opportunity for relaunching social participation in decision-making and in overseeing the exercise of public power.

In April 2002, for example, the Guatemalan Congress approved the Law on Urban and Rural Development Councils, the General Law on Decentralization and reforms to the Municipal Code.
