I.1 The preparatory work should be based on the provisions of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of all Types of Forests, and would benefit from consideration of regional initiatives and regional dimensions.

The Working Group suggested that the terms of reference should derive from elements contained in the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests and in chapter 11 of Agenda 21, taking into account subsequent international initiatives related to forests.

There was recognition that chapter 11 of Agenda 21 and the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests represent an important international consensus, and that efforts should be made to promote their full and urgent implementation.
