It was within that framework that, during the seventh ordinary session of the Central Organ of the OAU Mechanism, held in 1997 in Addis Ababa, Prime Minister Meles Zenawi of Ethiopia challenged the collective conscience of African leaders by calling for the establishment of an international panel to investigate, among other things, the 1994 genocide in Rwanda.
