4. Reaffirms that the deliberations in the framework of the open-ended intergovernmental process shall be open to all States Members of the United Nations, observer States, relevant intergovernmental organizations and relevant United Nations bodies;

In that context, the Chairs reiterated that they had a central role to play regarding the future of the treaty body system and, as such, their presence during the deliberations of the open-ended intergovernmental process referred to in paragraph 4 of the resolution was essential.

2. the open-ended intergovernmental process was launched on 23 February 2012, by virtue of General Assembly resolution 66/254, under the auspices of the President of the Assembly, who appointed the Permanent Representatives of Iceland and Indonesia to the United Nations in New York as co-facilitators.

6. Also requests the President of the General Assembly to work out separate informal arrangements, after consultation with Member States, that would allow the open-ended intergovernmental process to benefit from the inputs and expertise of the human rights treaty bodies, national human rights institutions and relevant nongovernmental organizations, bearing in mind the intergovernmental nature of the process referred to in paragraph 1 above;
